Not the best picture to support your case when it appears his leg and foot is perpendicular to the fielder's knee. Don't know if it actually was, but it appears to be so there.

Oh, so now we are going to put when a player has to slide into the rule book?
That collision was 100% on the TCU player. You CANNOT stand in front of the bag and not expect a collision. It is not the baserunners job to get out of the fielders way if he is standing in front of the bag.

I'm almost certain there is a rule that states you can't keep your feet up above a baseman's knees. Which he is clearly doing.
