I think they're more scared that it would be too much for QBs/OLs at first (as well as stifle the offenses too much).

Just flipped over to the game and the first play the defense got penalized for blitzing too hard. And just like that my AAFL watching days are over

These hits are still happening.

If they allowed more rushers, the QBs would be injured by week 3.
