I guess Washington is hoping that the sheer number of Cousins bidders will retain his value? Seems as if this forfeits any leverage they had as now everyone knows there's no chance they franchise him.

Washington had no leverage. This is a “we don’t want to pay Kirk Cousins $30M” deal.
