Have they mentioned whether they can change tires? Because Russell, Verstappen, Hamilton, Gasly, Stroll, Alonso, Sargeant, Bottas, and Ocon started on hards, so I think they would be screwed if they can change tires now.

They can change tires. These guys will have the option to either go the rest of the way on mediums or make a pit stop during the race.
