No it isn't. The ball has to cross the neutral zone, the player just has to be downfield.

And even if it wasn't. are you suggesting the neutral zone is 2-3 yards off the line of scrimmage?

Yep. Both play for Acadian. Hope my nephews are being respectful of your niece but I know they are. They would get their arse kicked in front of everyone if they weren’t.
