Maybe. You could probably put several people in the RBR car and they would win the title against Checo. Norris, Hamilton, Alonso, Ric (pre-2022), George.
I think Hamilton is maybe the only one who could defeat Max in the Red Bull on a consistent basis (5-5 or 6-4). They would maybe split the titles with the slight edge to Max at this time. Norris couldn't do that. Maybe George could. Alonso might be on that level as well, but I just don't know how much of his stuff is leftover from 20 years ago.

I don't know about tiers but if you're just ranking dudes on performance this season, is he even top 15 out of 20?

On pure racecraft, IMO:
LeClerc tier 1, Sainz and Alonso Tier 2

I based it on drivers I thought currently would get the most out of cars.
To me you put Ricardo back at RBR he wouldn’t be leading the WDC, you put Lewis at RBR this year he would be.
Perhaps I was to harsh on Ricardo, I could see him being in the 4th tier

I feel like that's the only way to look at it. Anything else is speculation. The whole point of this sport is to combine driving talent along with equipment. It's why I watch this instead of NASCAR.
Mercedes got rid of Bottas for Rusell, a driver they thought would perform better in the future than the one they currently had.
To your original point about Danny not even being top 15, I think he's in the bottom of the top 10 if you gave everyone equal vehicles.

I'm not sure you are going to find a hard and fast rule that applies to every driver in every situation.
Even in equal cars someone will like oversteer or understeer better. Which will make them look superior to another driver.
Hell, Mazepin drove a 2019 Merc around Barcelona faster than any other F1 driver in a session.

If the car doesn't fit their style, or there are extenuating circumstances it's going to skew the results.
Alonso is driving the 4th best car and is in 9th place. Taking a snapshot of the situation leaves out a lot of data.

My point is the only true way to compare drivers is by going off of the standings since that is the agreed upon metric. Anything else is speculation.
Your original question asked about performance alone. To me, performance is measured by the driver standings.
So based on that Danny is 13th.
If you are talking about equalizing everything for the drivers, you are left with talent, athleticism, age and focus/drive. With that in mind, not what cars they drive, I think Danny is in the 7-10 range. He’s the 4th oldest on the track and 2 months older than bottas.
I hate to admit it but I do think at this point in time, George is the better driver compared with Bottas based on those four attributes I just listed.
Again, without having anything to really measure those intangibles mentioned above, it’s speculation.

Not sure if it will be the whole car, or just a lot of yellow around their garages and some scheme highlights.
