I think it goes by who announces 1st. Not really a loophole.

I think it was. The “who announces first” rule was changed this year to qualifying times.

I would think how many new components each driver takes would have more effect. I would replace everything and start last. Stack those free spares

They are definitely going to screw the pooch now.
Leclerc could take another engine tomorrow and his starting grid spot wouldn't change. He is still ahead of Verstappen.

That is how it is described. Any single assessment of penalties that combine to over 15 is automatically back of the grid.
So if there is a session (practice or race) then any additional penalties are starting over. Which means they may have 45 grid spot penalties across 3 sessions, but they still start ahead of someone who only had a 20 place penalty, because that is auto back of the grid.
To go further. Leclerc doesn't have to even attempt to qualify tomorrow and he still starts at least one spot ahead of Max.

It’ll be fun watching them work through the pack then right when it looks like they may turn it into something, figure out a way to implode.

Not sure if if passed (think it was), but there will be championship points penalties for exceeding the budget cap.
