I think so. George has spoken too much in the heat of the moment, Bottas wreck last year, and usually comes back to say the right thing later.

Yeah to me George was at fault, clearly he got off slow and he squeezed Gasley after another car just went by him in the same window .
However there was nothing Gasley could do he tried to slow when George started moving over but simply did not have enough time
