What are the rules for the qualifying? You have time be in the top whatever to advance to Q2 and then same to get to Q3?

Top 15 make it to Q2, Top 10 of Q2 go to Q3. Results from Q3 determine positions for race. Places 11-20 are determined by where they placed in Q1 & Q2

What causes them to get penalties to make them start in the pits or drop places on the grid?
Edit: like they have to change something on the car post quali, I’ve seen things about power unit penalties etc but I don’t understand those.

I’m not exactly sure because I’m new to F1. But things like exceeding track limits and speeds during yellow/red flags. Someone else may be better to provide better info on that.
