That was Rikuu Nishida, he played at Mt Hood in the NWAC before getting to Oregon. He's now in the White Sox org and has started an organization designed to help bring more Japanese players to the US for college baseball.
ETA: Jo Oyama from Irvine was one of the top players in the Cape Cod league this year. He played JUCO ball in California.

This is not an NCAA rule. This is immigration law. As he'll be a college student, he'll likely be on an F-1 (95% chance) or J-1 visa. Under that visa, you are not allowed to work off-campus for the first academic year. You are allowed a maximum of 20 hours of on-campus employment. After the first year, you're able to get off-campus employment but they are narrowly limited to your field of study.

Source: personal experience and USCIS page. Legally, he couldn't even drive an Uber if he wanted to.
Edit: I think the workaround here is to get a NIL deal in Japan. He won't legally be able to get paid for doing NIL activities in the US.
