If he would have been assessed a 2 stroke penalty right after, on hole 16.... And signed a correct scorecard, do you all think he should still be dqed or WD?

No, but he knowingly broke the rule by taking an illegal drop and gaining a competitive advantage by doing so. He stated so after the round.
