A lot of exchanges only allow transfers between different coins (and most must be bought with BTC), so you have to use coinbase or some other exchange that allows USD deposits to buy your first order of crypto and then transfer to an exchange.
Gemini allows deposits of USD, but it is now much more aligned with coinbase.
