NYSE has slightly less stringent requirements. Don't believe there is a revenue requirement for NYSE, which is probably the main thing they are missing now that share price is over $4.

More exposure, you’ll likely see some index funds picking up shares as well. On the flip side you’ll prob see shorts eventually come in too.

No this is the beginning of the uplist phase. They are currently an OTC reporter which means they do not have to file with the SEC. And accordingly they have never filed an annual report or any other material report with the SEC. However if they want to offer list they have to have their security is registered with the SEC and for a foreign private issuer this is the form they would use. It is part of the process.
