Yeah our company thought it would be next month too. They must have got all the info they needed to change it sooner for us though.

My federal withholdings increased like 20% or so, so the check is actually less this month.
I think February is when the changes are going to be positive for most people.

For my two paychecks in January, my federal withholding percentage went from 15.5% in 2017 to 14% in 2018. Not sure if this is related to the tax plan or not.

Correct. It's not until February.

So if our employers wait until Feb 15th to change withholdings, will all the money they’ve withheld so far this year above the new rates get refunded on next year’s refund?

Depends. If you usually owe at the end of the year, you'll probably owe less because you had more withheld in January. If you get a refund it's entirely possible it'll be bigger because you "over withheld" in January.

unsure however my check was thousands larger. however I got a 25% raise and 5% bonus on this check so probably not a good test case.

Our payroll software (large enterprise cloud software provider) will be updating the tax rates tonight. Will be effective for our first paycheck in Feb.
