Remember (for the 1000th time), the NCAA is NOT a court of law and therefore, does not require a courtroom standard of proof. However, "circumstantial evidence" is more than enough to convict suspects across the country every day. If you think WW is not talking about a bribe (strong arse offer), you are delusional. And, the NCAA does not share your thoughts on this matter.

It is both an infraction to offer and/or provide impermissible benefits, separately. If the NCAA decides that "I gave a strong arse offer" means "offered impermissible benefits" then Wade was caught admitting to an infraction on the wire tap. It all hinges, to an extent, on what the NCAA can prove (or decides is the burden of proof) for the "strong arse offer".
ETA: I'll clarify that this is my understanding and I could be incorrect.
