Ncaa rule 37.6A subsection 4 rev 2.67. See the 2019 ruling regarding double headers as it relates to this and specifically SEC ruling to adopt said NCAA 37.6A subsection 4 rev 2.67 upheld by SEC bylaws adopted july 2019. Keep researching online and you’ll find it

2pm-5:30 ish for game 1.
Game 2 start around 7:00 - 7:30 or so.
those start times allow you to maximize the number of people that will attend.

This is the reason and for anyone that has organized anything more complex than a weekend masturbation session the reasoning is obvious. Logistically coaches, organizers, and officials, are only having to account for the changes needed to facilitate game 2 seeing who can stay and work a second game for concessions, gateguards, etc. Whereas a change to an earlier time would require a complete overall of even worker schedules and everything else involved.
