Intentional walks don't happen enough to impact game length by doing away with them.
Plus in college pitchers can still be shitty enough to blow them. Rob Henkel sailed one over the catcher against LSU in the 2000 Super Regional when trying to intentionally walk Brad Cresse and Wally Pontiff scored.
