It depends on how the money is appropriated. You have to read the details of the law. Just because congress appropriated $100 on toothpicks doesn't mean the executive has to buy wooden toothpicks unless specified they have to be wooden toothpicks.

The same applies to all other forms of appropriations. If congress want's control they need to specify that control in law. Otherwise the executive has the liberty to spend under the parameters of the existing law passed by congress. It's really simple.

IMO President Trump visiting the home team benefits LSU.

1. It is much more of a distraction for bama.

2. There will be serious undertones of scrutiny on officiating. Birmingham will have to be on its Ps and Qs more than ever. Can you imagine the PR nightmare of Trump tweeting out a bungled call like the "divot"?
