Waived=placed on the waiver wire..which other teams are allowed to pick him up.

Waived is pretty much cut.

Yes, being waived is like being cut, except it applies to players with less than 4 years (IIRC) experience. If he were, say a 5th year player, he would be "cut." Being waived = teams can make a claim on him. If he clears waivers then he becomes a free agent and can go where he pleases.
