There is no tie. The ball either beats the runner or it doesn't I didn't say "tie goes to the runner." If the runner and the ball arrive at the same time, the runner is safe because the runner beat the ball or the tag.

Walker’s command has been erratic the last two innings. He’s not controlling the ball well. More movement and less speed

Walker just can't get a strikeout. No out pitch at all. That base hit that knocked in two the batter stayed alive on about 6 pitches.
