True, they do this all the time, and unless a play is being made on them from home it’s a non-issue bc there is nothing to call bc no play is coming from home.
In this case a play was being made from home, runner outside the running lane, thus interference all day long.
The fix to this is to teach runners to stay in the lane ALWAYS, so it’s a habit.

The rule sucks but it was called correctly
Or it should be a judgement call. Did the runner intentionally obstruct the throwing lane? No? Safe. Yes? Out.
If you run in a straight line from the right handed batter's box to the base, then you should not be called for obstruction.
