You seem to keep forgetting that we are simply bringing up LSU policy.

Yes you are. You started put asking why LSU's policy had to be stricter.
I pointed out that is immaterial to the matter. Whether LSU's rule is more or less strict than others has no bearing.
TM knew the rule and he chose to break it. Now he has to suffer the consequences.
Here is all that matters.
There is a rule.
There are punishment options within the rule.
TM knew all of this and still decided to violate the rule.

I think the problem has more to do with him not accepting his year long suspension. Basically quitting on his teammates.
