seems the portal could be fixed with the transfer rules.

1st transfer you have to sit out for a year. could also require you to stay at least 2 years at your original choice. or some variation.
hard to change the money rule because it's already been decided constitutionally.

Courts have also backed every challenge to transfer rules. That’s why the NCAA finally just gave up on them.

Money rule?
Force university to track and report all NiL money that students collect to conference and NCAA, then impose a “tax” or fee on that amount to conference and association. This will at least make donors and universities raise offsetting funds. “Luxury tax”

That’s how it used to be
And that’s why there wasn’t 8 thousand transfers every year. If you back out on your commitment/deal, you have to sit a year, period
I think one of the few transfer rules that should be allowed, is if your head coach/position coach leaves or gets fired, you should be able to transfer without penalty

Money rule: then make the tax an increasing scale to help curb the ridiculous contract amounts.

On the flip side it also allows schools to basically cut players that don’t meet their expectations

Eh. Kind of. The courts issue with the transfer rules was that it wasnt applied uniformly.
For a made up example: One person wants to transfer to be near their sick mom - NCAA grants a waiver. Different person wants to transfer to be next to his sick dad - NCAA denies waiver. Their decisions did not make any sense and they just made it up as they went along.
If they had a blanket rule and applied it uniformly, then it would probably pass judicial challenge. But the NCAA is so incompetent that it will likely never happen.

I’m afraid the only way is by collective bargaining with binding contract agreements, only problem is players that don’t pan out and can’t be processed

The portal will be fixed by player contracts, which are coming soon. Schools will have to pay a buyout to draw a player away from another school through the transfer portal. It will curtail some of it.

Then the players would be getting paid to sit. I think some would be encouraged by that. I prefer a rule that limits players to 1 transfer, unless the coaches are fired.

Easy fix that would pass in court, you can transfer, you have to sit out a year, that year doesn't count against your eligibility. It would settle the NIL too. Schools would have to weigh how much to pay someone to sit the bench

Give them 1 free transfer and then after that if you transfer a second time then you not only have to sit a year but count it as a year of eligibility loss

There the issue of coaches leaving for other jobs and taking the entire team with them like Marshall and Vandy.
Universities are stripped which fund it all. That is complete bull shite
