Has anybody mentioned that he was possibly living in a apartment that was paid for by somebody else(dosent matter who) but also still took the stipend.

If you believe Shepard was doing something illegal with his housing and people at LSU didnt know about it, then I dont know what to tell you. Sounds to me LSU promised to set him up nicely when he committed out of HS. Im not sure what else it could be. There really isnt much gray area here.
