You are way overanalyzing this. He already said a decision has been made. He’s just not announcing it.
Does Florida State have a pretty good idea of who it’s gonna be? Probably. But if they have to take 30 minutes more each day to prepare for a possible other QB, that’s 30 minutes less they can hone in on the actual starter. Every little advantage helps.

Announcing or not announcing isn't going to change how the starting QB plays.

The team knows who the starter is. He's just not making it public.

This is so far out of left field and makes 0 sense. Not telling you who is starting hurts him ever. The guy who is starting, knows he's starting.

And I believe that they have made a decision on who will start. Someone has to start though, even in a 2 QB system.

You think they don’t know who it is? It’s game week, they know. The team knows , it’s been announced to the team probably, They just aren’t announcing it to the public
