The wording sucks if it's that the runner needs a path back. Morgan's foot is facing 2nd, 3/4ths of the base is a straight open path. The unintentional step back just happened to be right into the path while Morgan is waiting on the ball.
Change to safe is fine because he definitely got blocked, but awarding 2nd is horse shite.
