The catcher was late requesting the challenge. But, it feels like players should be given a few extra seconds if they are making a play. I have no clue what the rule is though. But, personally I don't have any issue with how long it took him to tap.
He made a throw to second, realizes the ump called it a ball then immediately tapped his head. Not sure a human can make that challenge any quicker unless he just gives up on the play.

The ump butchered this call. A catcher's interference should play out. They could have thown the ball away at first base.
