Having ties to a region is overrated for recruiting. As long as he's charismatic that can relate with the kids and recruit his arse off, it doesn't matter where he's from culture wise.
Miles was a quirky dude who spent most of his life up north and he was arguably a top 3 recruiter in NCAA at LSU. He could recruit nationally and he could somehow recruit all those talented WRs in his terrible offensive systems. It's what you sell that matters in recruiting at the end of the day like a used car salesman.
