He probably has "camp arm" where it gets really tired as he is taking lots of reps to spare Mahommes and backup from starting the season with tired arm.
If he makes the team as #3 or the practive squad he should be able to recover and get back to full arm strength.

It’s not like 3 mediocre games doesn’t mean he’s not making the roster either. It’s more than plausible, particularly if they feel Mahomes isn’t 100% going into week 1
Ultimately though it doesn’t really matter. He’s no less of a long term project starting the season at QB3 than being on the practice squad
