haven't watched it but I did investigate auto accidents for years to determine fault. I can tell you that it is not a natural move to ever swerve to the left, especially into incoming traffic. A normal drivers instincts in an emergency situation is to always swerve to the right. It takes extra thought and time and effort to swerve left.

Apparently, there were two telephone polls and a ditch to her right at the time she had to choose. If so, that would play into your normal instincts and make it a "not normal" driving situation. Count to one and that shows much time you have to choose what to do....she chose poorly.

If the truck in front swerved to the right and the white car was following too close, would it not make sense that instead of swerving the right as well to just ram in the back of the truck, the lady stupidly swerved left thinking to get around the back of the truck, and then unfortunately hit the oncoming car head on? I.e. she was concerned about what was in front of her and not what is in the other lane.

That logically seems reasonable, but I dont investigate car wrecks etc.

No, he passed in a no-passing zone, he passed multiple cars (which is illegal), and he was going over the speed limit.

The car following the gold truck was not paying attention, so, to me, the bulk of the responsibility is at her feet, but the gold truck reacting to Lacy did likely start the series of events.

I suspect the inattentiveness of the woman driving the white Kia is why the DA was reticent to charge Lacy, probably rightfully so.

I've only seen the black box data for the white car, is the gold trucks data somewhere?

The truck had to use brakes at some point otherwise he wouldn't have come to a complete stop off to the side of the road. He just would have kept driving, and we never hear from him again etc.

Tell me how to pass a car without possibly driving over the speed limit however temporary. What if the car is only going 5 mph less. You have to overtake to pass.

You have to go faster than the car in front of you. If that speed is faster than the posted speed limit, you are speeding. It's pretty simple. It didn't look like he was going a little over the speed limit, did it?

But I was simply pointing out that your statement was not correct. I think we agree that the bulk of the fault lies with the distracted driver in the white Kia.
