But football players don't want to stick around to be developed. Adding 20 more scholarships just adds to the number of people transferring. Those 20 walk ons weren't transferring and 90% of them weren't making an impact other than being scout team members

To add to the post above, after some additional research I found the following:
- The article in OP says that “schools can count up to $2.5 million in additional scholarship costs toward the revenue sharing cap.” I don’t really know what they mean by “can count” since it’s a cap and not a minimum. For the sake of argument, let’s assume for now that the scholarship costs don’t count towards the revenue sharing cap.
- Separately, I took a look at the scholarship costs listed on the LSU athletic department’s 2022-2023 financial statement. Based on that statement, the cost of each athletic scholarship is actually a whopping $64,000/year.
- This means that adding 235 new scholarships would cost the athletic department $15 million/year. That is not an insignificant amount of money. I know we all tend to just assume the AD and TAF will come up with the money to hit the caps for everything but when you add $15 million in potential scholarship costs to $22 million in potential revenue sharing, I think that starts to look like a bit of a fantasy. I’m sure football / baseball / basketball will get whatever they need and the women’s sports will increase to match for Title IX purposes, but I have a feeling everyone else is probably screwed.

Its not about standing in the way. Its about navigating the situation to attempt to maximize the amount of players they can get without losing players on the roster. I don't see the Athletic department having an issue allocating 20 more scholarships to women sports with how successful they have been lately. I.e softball, Womens basketball and gymnastics.

TITLE IV should be outlawed. No other sport requires 22 players on the field at all times.

Baseball requires 9 at a time + multiple pitchers and they get a whopping 11.7 scholarships.

Yeah, true. I think its apples and oranges, but still - they aren't protected because they are also male - which even further proves my point
