His opinion. Who knows? I will all be proven out once they are all in the NFL. A lo has o do with what team they end up playing for, players around them, injuries etc. Burrow is the most NFL ready at this time.

This Burrow guy, he just plays big in big games...
Tua, had one throw that made him a legend, beyond that, he's a gifted thrower of the football
Tlaw is a great talent, but what makes a great QB?
Burrow has the it factor, pure and simple...
that said, I have no idea what kind of pro he will because if he gets stuck in a crappy situation, who know what will happen to his confidence
