I went from thinking that ref screwed us, to being extremely grateful he didn’t eject Perkins.

Exactly. The ref should have flagged himself for such an egregious non call.
I could see missing the first hold but when the quarterback moved up in the pocket it became blatantly obvious.
Like you said, then he tackled him and committed a personal foul, hands to the face, jamming his head into the ground.
Ridiculous.
