Ineptitude. There's a reason they're so terrible. Flynn would also have to agree to play there. That's probably a hurdle as well.

Serious question: why not Tampa? As bad as they are, it isn't Jacksonville. Schiano will probably be gone soon -- and I'm not sure there's a better QB in FA.
