Detective Dick has found Duke innocent- case closed

Well that settles it. Detective Dick has closed the case. It appears that Duke investigated "itself", and found no wrongdoing. So this is acceptable evidence to proclaim their innocence? Yet Wade is guilty as sin?
And if innocent of any wrongdoing, why would there be a settlement?

I'm not into conspiracy theories, but the idea that Wade pissed off the blue bloods and Vitale is speaking for them through the media is starting to make some sense.
