Can Gilbert Transfer to another SEC School?

I’ve seen posts on the SEC Rant saying they hope that he goes to their school. I’ve seen LSU posters claim they think he’s going to Tennessee. I know that he can choose to come back to LSU.
My question is, with the transfer rules, does LSU have the ability to block a move to another SEC school (not a question of should they)?
If they don’t have the ability to block it, does he have to sit a year?

A poster several weeks ago mentioned that the SEC will have a vote on immediate eligibility of inter-conference transfers. I can't find anything on the web about it. Anyone know if that's real?

Coaches aren’t allowed to block players from transferring to certain schools. The people whose fault that is are the coaches themselves because they started taking it to the extreme and the NCAA had to step in.

He is way to big of a pussy to go through Bama. Regardless of his physical size,speed, he would more than likely be processed out of that program. He would be a better fit at Clemson honestly but who knows where he ends up.

That responsibility/ability (to block destination) was moved from the school to the conference.

Even in Covid year, conference is the only one that can block inter-conference transfer.
