Probably not how it will play out but you could play Nuss now even without a waiver and he could theoretically redshirt next year while Brennan slings it around. Just a hypothetical.

A lot depends on when Howard will be healthy and I honestly have no clue. Can he/will he be a full participant this fall or will he still be rehabbing?

Entering the transfer portal just means that you are able to drop your scholarship and be picked up by another university if you sign with another. It's like telling colleges "hey I am available if you want to sign me". He didn't sign with anyone, so he can just take his name out of the portal and the school can continue to honor his scholarship should they choose to do so (and they will, obviously).
Hunt Palmer makes a good point that Brennan is unlikely to waive an entire year of eligibility for 1 game.
He may be able to pick up a medical redshirt, even though I think he's gone after the next season and that would be useless.

If Brennan was enrolled at LSU for the fall semester and is in good academic standing, he will likely be eligible to play in the bowl game.
I doubt he will though, especially if Nussmeier is allowed to play while preserving his red shirt.
