Even if it was a local, would they really get permission to go to a football game, much less the tailgate several hours before kickoff if they were really under house arrest?

ETA: not that I have expertise, but i'm not positive that it's even an ankle monitor after further examination. I don't know what else it could be.

Could be a flask, but why wouldn't that just be in his pocket? Is there some kind of subtle public flask protocol I'm not familiar with?

He's got cargo pants on. so its not some flask holder. why on earth would you put it down there this early anyway? would just slosh around.
