I dont care what you saw. None of the services... 24/7,On3, ESPN, Rivals have him listed as "signed" at this moment.

I don't know how it is for NCAA or especially NCAA football but when my son committed to play baseball at a JUCO; his official signing of the letter of intent was all done online. The signing at school was all for show. Maybe that is the case here.
It wasn't complete until AD signed, school president signed. Since he was under 18 at the time, I had to consent as well.
