So the ratings have something to do with pumping those schools for money instead of talent and potential!
It's just like the selection committee, fluid guidelines that that allow the decision to be explained any way they desire.

Stars do matter. 5 stars have a much higher boom rate than 3 stars. We have too many 3 stars, no 5 stars as of now.
