Or is it professional or bust? Every transfer from overseas is a pro player but never from a university.

Collegiate sports in the rest of the world are like club sports in the USA for the most part. They don’t have pseudo professional minor leagues run through universities the way we do.

College sports is a uniquely American thing. In Europe competitive sports are done in clubs. Anyone and any age can participate, although some of the competitions are age capped. Essentially, the neighborhood clubs are the same as clubs like Real Madrid, Barca, etc., just on a higher or lower level. The divisions and promotions are way to complicated and vary for each sport.
The clubs can run soccer, basketball, rugby and what ever else they chose, although some stick to a single sport.

No, I believe the pro teams in Europe have junior teams where they develop for years as kids

European soccer and college football are essentially the same set up.
S, I'm sure you've read "The Club". It's terrifying how much of what is happening with college sports now is just repeating the story of the Premier League.

The way it works over there for soccer and basketball are similar. Kids will be scouted and entered into academies(club youth programs) as young as 7-10 years old. Very similar to IMG here, full time school and training. Those go until age 16-18 where starting at 16 you can be signed to a contract and play professional for these clubs. This is why the euro pros are allowed in college, they dont have sports in high school, and if they are decent they will be signed to a contract as a future prospect(similar to MLB teams signing international kids at 16).
If you are good enough, some of these academies will move you and your whole family over from an under developed nation to put you in their pipeline.

College basketball is now basically a minor league of the NBA. Players are paid and good ones are paid a lot.
