Man, that is Napier's specialty. When he was "Quality Control Assistant" for Bama he was freaking all over the south. 4 & 5 stars in TX, LA, FL, AL all knew him by name.
The kids in Monroe seem to know him well. A couple of posters have seen him in person a few times. But the point is, there's many many more that are doing that. That's Saban's army. Not the coaches, who are definitely watched and have to fill out forms for every visit, call, tweet, etc. It's these non-coach positions (Napier is a coach now) that are out working LSU.
And Napier himself may not be in violation. Technically, he can visit every player 6 times in a contact period. If Hootie happens to come over while he's visiting with the punter, well he didn't initiate contact, the recruit did.
What some schools do is the same, for the coaches. But these other fricks in the background... not so much. It's easier to cover it up or come up with an alibi.

And there you have it. There is absolutely no gray area as far as this is concerned.
A coach turning their one evaluation into a "bump" prior to the contact period is not uncommon.

It's pretty easy with these non-coaches and REC types (that have official sanction by the school).
Someone in the UA financial aid department sends a recruit a 2 page form saying "we need to verify your middle initial, please fill out this form or call us at xxx-xxx-xxxx". Of course he calls. No one in their right mind would fill out a form for that. So the recruit now calls that number. He won't get a coach at the other end, but he will get a non-coach member of Saban's Army. This isn't your usual school-job average Joe. This is a person who has been taught what to ask a recruit, which particular subjects the recruit likes to talk about (his team, his shoes, lift kits, etc). And before the call ends, he hears "you know, we really really want to see you at Alabama". Do this once a week in addition to the legal stuff and you create quite an impression on a recruit. Not only by contacting him, not only by telling him how much he is wanted, but also by making it seem you're proactively doing the steps necessary to get him enrolled (remember, this started with a call to complete some random enrollment form).

the problem is the NCAA isn't going to waste time on a non-coach and non-booster (or prominent booster). To the NCAA they are faceless. Funny thing is they usually become official coaches or admins later.
They don't work in grey areas, they are the grey area. NCAA doesn't have the resources to check them. So they focus on the higher profile people, like coaches. So I'm agreeing with you there's violations MOT. But if you don't get caught, you did nothing wrong. There's more of them than there are enforcers.
What a school like Bama is good at is mitigating the risk. You don't do stuff like that for every kid, and for the kids you are you usually both use a local connection (B Guice @ WM) and you combine it with the legal stuff to mask it a bit (and you get double bonus for "working harder").

Like I said before dr bill Bateman ain't worth the time. I can promise you this miserable old man isn't wooing these kids. He may be a bag man but he doesn't have the personality to interact with people on that level. He is a a**hole and that's being nice.

It is institutional and they would absolutely use their time on it. It was part of the larger Lyles case but Oregon was cited for several hundred phone calls from admin staff to, and from, recruits. If they were concerned about what kind of phone calls that type of staff makes you can bet that them actually recruiting off campus would be an issue.

To I20 Goon, I actually have a relative whom I firmly believe acted in the same capacity as u believe Dr Bait Man does for Bama back in the Bear days. Once met an guy in a business meeting who, when introduced, asked me if I knew of said relative (we have the same last name) Didn't put 2 and 2 together until he told me he used to play for Bama. My relative was a huge Bama fan, always having parties with players, knew coaches, etc. Spy sounding shite but I believe he was a "facilitator" for the Bama cash flow to players. Then again, maybe I watch too many spy movies.
