Used to think this was the case as well. I've been told that is false. They will only go to Texas if it is the best fit, and right now they know it is a shitshow.

Tommy and his brother James both are 2021 recruits. He does have an older brother Luke that plays LB at Texas. Both their Dad and Grandfather played at Texas, too. All that being said, they won't be going to Tecas unless Herman turns it around in a hurry.
