They have been saying forever that this is because of the size of the windfield, the same shite happened with Ike. Pressure is low enough to be a higher Cat storm but the energy it takes to support such a large windfield is what keeps the top speeds low.

A cat 1 storm doesn't have a pressure of 968 mb. I've been saying the winds must be under-recorded the whole time.
This storm has a very expansive wind field and had a lot trouble closing off the eye wall. It also couldn't sustain intense convection and all that worked against winds mixing down. It isn't hard to believe the pressure to wind ratio for it. However, the structure has really improved and winds are probably mixing down rather rapidly in the intense convection this evening.

A buoy recorded a sustained wind of 86 mph.. but they kept it at 80...

They use that data but they won't upgrade a borderline system based on it. There are certainly questions about the calibration of a buoy. I think they could have upgraded sooner and I am sure there were some very "interesting" conversations at NHC today.
