Everyone ready for BR traffic sans traffic lights?

Or did the frickers learn this time a dead light is a 4 way stop, and the rules of such are well defined.

Some guy during Kip Holden's press conference just said "if you don't know what to do.. remember to treat it like a 4 way stop."
NO that's not what you do.. shite. Tell people a light that's out is a 4 way stop.. A light flashing yellow means proceed.

It amazes me how some people take a situation like the aftermath of a hurricane and sees it as an opportunity to go all neanderthal on the road.
I got a taste of that yesterday in the panic when everybody was trying to get somewhere and get settled.

I still don't understand why BR has their ghetto arse traffic lights hanging from strings that run across the road...is it because of hurricanes or is the city just super cheap?
In AZ flashing red means 4 way stop flashing yellow means yield.

We can thank this guy for the slow traffic flow over the next several days. Why on earth would he tell people to stop at a caution light? The other way will be flashing red.
