Any utilization, whether it be user rating, thread rating, etc., would drive up use. Right now, there's not much incentive to use it other than maybe personal satisfaction.
I do find that when I skim through a thread, I'll stop to read a highly/badly voted comment.

Well on mobile, it takes two whole new page loads to up or down vote a post. I imagine that may help some numbers, not that there's anything wrong with that...

Maybe something like make a reply a top reply after a certain amount of up votes. This site is very cliquish though so I don't know how that would work.

I'm still letting it go, but I really thought they were or could be a way to gauge or poll public opinion on subjects, products, trends, etc., but the personal grudge and popularity/unpopularity of poster factors would seem to distort the results. Basically, The Rex Effect. Of course, I guess you could cancel a lot of that out in the maths.
People get banned on Reddit and elsewhere when they get enough down votes, correct? As a result, one side of the aisle has decimated the other and there is very little discourse.

Admins can do it, but the top reply feature is rarely utilized.

It would be meaningless. People would downvote each other out of spite or just to frick with them. Everybody would end up being the same color.

yeah, the only way to combat that is to limit how many times you can upvote/downvote in a certain amount of time.
