Shouldn’t I be sore from working out?

I started lifting again Sunday after a 3 year break.
I did 3 sets of 12 on chest Sunday, legs Monday and shoulders yesterday.
My legs were a little sore but that’s about it.
Do I need to do more sets or increase the weight I’m lifting?
Just looking to tone up after significant weight loss.

As far as lifting, yes
I did an hour of cardio afterwards.

You're not going to be sore from 3 sets.
I would suggest getting on a proven linear weight training program if you're looking to retain some muscle as you lose weight.

You can probably handle much more volume than that.

I do increase the weight in between sets but just by 5-10lbs. I struggle to complete the last few reps a few times but only because I don’t think I’m resting long enough between sets. (30-45 seconds)

The correlation you are making with cardio and losing weight isn't a great one. You don't need cardio to lose weight.

It’s helped so far. I’ve lost 92lbs since February by changing my diet and becoming a lot more active.
Been doing push-ups everyday and biking a few times a week.
I sit behind a desk all day so cardio is the only time I get to bring my heart rate up and sweat.

He just means that you can accomplish this with strength training as well.
But if you like pure cardio (as in running), do it.
But you should also be sweating and have an elevated heart rate while strength training as well.

I lift pretty heavy and I don't think I've ever broken a sweat while lifting.

Yes, when you're 72 years old. I actually wake up sore from sleeping. Enjoy life. The years start speeding up after you retire.

I used to be like that, but I was also only doing small rep sets with limited volume. I've recently started doing a program that incorporates a lot more volume, while still working around 75-80% of my 1RM, and I am sweating more than ever.

I highly suggest you follow either greyskull lp for fatloss, greyskull gladiator programs or 531 beginner prep school.
Follow leangains macros for nutrition
Hit the hard conditioning often and start training for performance.
Oh and tone is not a thing that happens from lifting, it happens due to low bf%
Cardio does not burn fat in any rate higher than any other form of exercise.
