Sandbagging?

What would you do if you showed up at a tournament and saw a guy post a handicap that you knew to be inflated? You know for a fact that this guy is a 1 or 2 and puts up a 5 or higher
For the sake of our thread, it’s a charity scramble. They don’t check GHIN for handicaps, but use handicaps to level the field by adding and subtracting points after the round.
Do you:
1) Let it go
2) Tell the pro
3) Publicly shame his arse before the round
4) wait for the results and call his arse out
Obviously, if it’s a head up deal that’s flighted, this guy is getting called out before the round.

I am not intimate enough with other people's index to be sure enough to call it out.
Hypothetically, if I knew the guy enough, I'd bring it up to him at first, casually and with a bit of whimsy and jest to avoid his defenses, and if he confirmed his chicanery, I'd start telling every group so as to rally the tournament against him. All this before the round so his head is all fricked up.
There's a chance if you expected a 2 and he posted a 5, that it's legit, so the initial confrontation must be tactful and subtle.

Since it's just a Charity Scramble, not worth making a stink about it.
But knowing me, I would casually walk up and tell him, I just saw your handicap and it looks like you game is in shambles and walk away.
I just don't get cheating in golf, makes no sense.
My pet peeve is when a guy constantly bumps his ball and improves his lie, drives me crazy.

I only play member guest events with guys who do not have a legit USGA Index. I need a 17-18 handicap to consistently shoot 81.

None of these answers are correct. The only correct answer is bring him a brown bag from sonic and just hand it to him. If he’s a baw, he’ll know what it means. If he’s a baw-ette then you own him for life.

Fundraisers should have awesome tee gifts and mundane “prizes.”
This makes it where guys don’t win $500 each for a stacked team of sandbagged.
