I'm seeing a used set in your future. The big second hand sites do pretty well describing the condition of the used clubs though.

He could get a new set of Wilson D9 forged for that range.

Go to CPO and pick up a Like New driver and FW. Round out the bag with a cheap putter.

Used. Go to eBay and hit the auctions Mon-Thurs.

Have bought 2 sets. Both nearly brand new and half of my wife’s irons still have wrappers on them.

Got new drivers nearly half off.

I would be leery buying clubs off of ebay, there are a lot of fakes out there. My son's friend bought a Scotty Cameron putter for a couple hundred bucks and it ended up being a fake and there are countless stories of this same thing with different brands. I wouldn't buy off of ebay. I don't know where you're located at but most golf stores have a used club section, go there and you can look at them and more than likely try them out on a simulator there at the store. Most golf stores have whole new sets of Callaway, Taylormade or Cobra brands for around $750-$1000, they come with a bag as well. They aren't tour quality but they will be fine for the casual player. You can find new clubs that are 2021 models for cheap as well. Sim2 drivers for $250, whole sets of irons for 4-500 if you want to go that route. The Sim2 driver was matched up with the new Qi10 and there was virtually no difference in distance. Ping 425 driver is a few years old and its very good as well. Like someone else said, facebook marketplace is good, that way you can actually go look at them and see if they are worn out or not. As far a pop goes, irons wont loose pop, they aren't like baseball bats, drivers faces can crack but if they aren't they wil be fine. Irons and wedges grooves can wear down over time, wedges more than irons as more than likely you hit the wedges more often than the irons. Good luck in finding what you want.

There’s many reputable sellers with thousands of reviews on eBay that sell nothing but golf gear. I’d stick to those.

ETA: if there’s a second swing near you, I’d check them out. Can test the clubs out on the simulator.

I have a mixture of used and new clubs in my bag. My irons, wedges and driver I purchased new. My 3 wood, hybrids and putter are used. I got my hybrids at used golf store 18 years ago. They are Callaway Heavenwoods and they still hit it as sweet as they did when I got them. They'll never leave my bag. My putter is an Odyssey two ball and it's about the same age. I have a great feel for it and can't imagine pulling it from my bag. I guess my point is certain used clubs can and will last forever.

Supposedly you can grab the costco irons, which are replica’s of the taylormade stealth, for 550. Cost is being sued by taylormade bc of them.

For that budget go used. Global golf is a great website to look at.
