Kinda yeah. I got 3 in the past week and a half and was able to finish the final one last night. Got through some of them pretty quickly. Its when you have multiple at the same time is when it get frustrating.

I am level 26 with only 1 legendary weapon 
so soloing nightfall would not be in my best interest ha ha!

I did the bounty for the machine gun. Searched for an hour or two for an item from a random chest. Next step was to buy something from Xur. Missed him by a few minutes. Had to hold it a week for him to come back.

What's tough is you can't just pick the bounty up later, since the postman gives you a missive that takes up a bounty spot. Either put the missive as an item or put exotic bounties under missions, isn't too hard of a fix.

I lucked up on that one and got the item second chest, but the other ones I've gotten I've needed Xur on I completed the part before him on Sunday and had to wait until Friday of the following week.

Never this lucky...
Witnessed a guy with a .3 K/D on my team (who was 3rd btw, goes to show you how bad the team was that round) get an exotic drop in the crucible with me. Probably played my best game that I've played so far in PvP in Destiny since I'm rusty as hell from not playing PvP in a FPS for about 2+ years.
Was a pretty depressing feeling, in fact I don't think I've hit the crucible since then which was a couple days ago.
I've only gotten the exotic bounties, haven't been lucky enough for a legendary engram to pop one out or get one as a reward.

That was the only thing I've ever gotten better than rare from the crucible.

I got an exotic drop from the nightfall this week!!
Too bad it was the same helmet I bought from Xur Last week.... thats two exotic helmets drop since buying one last week. Just wish i actually needed them, shard./energies are cool though.

Are legendary bounties random when you turn regular bounties in?

Yes.
Although it may just be coincidence, but I only got mine when turning in multiple bounties at once.
